The New York Times article states according to Gov. Cuomo's leaked plan, that drilling permits may be issued later this summer primarily in Broome, Tioga, Chenango, Chemung and Steuben Counties. In recent press interviews, the Governor has tried to backpedal, claiming that no decisions have been made, but he has not committed to protecting New Yorkers from fracking.
